In argument for the Local Circula

 Newspapers to reinstate information

Based on the format and content type/presentation, it is possible to deduce that

The newspaper used to have a bureau aspect, ie. citizen contributions

It used to be locale centric, with information relevant to local decisions and actions, with capacities of communication and coordination with other locales..

Thus, efficient communication could be achieved easily where an informing group changing in constitution through the going-on's in time routinely and sometimes regularly submit information.  Information is received, presented, and analyzed, which allows Direction to be given even at this lower level of intelligence distribution.

We have need for this type of effective communication now. Direction of course is achieved not simply through the intelligent analysis of information at the bureau, but the analysis is compared and transformed through internal communication with other establishments with relevant intel to the locale. It also requires consultations with decision makers local and otherwise intelligent to the locale.

The newspaper is now an international establishment. Its international circulation constrains what may be presented.  This places a limit on the content which may be published which means information for the locale where it is sourced and presented suffers from debilitated potential to become intelligence for that locale.

Due to the many active but withheld capacities of agency to the newspaper, the problem at hand may yet be channels of communication. 

One possibility for a new channel of communication that makes use of the reputation of a newspaper establishment may be a local circula, an insert that contains an information sheet(s). This will also aid in newspaper revenues in the sales of print versions. The status of insert also circumvents the defection of the organization of the information sheet, which will sever the intelligent connections with the newspaper establishment. Occasional purchase by individuals rather than regular purchase will not upset the dynamic of information-intelligence because it allows for the coincidental encounter and uptake of intelligence provided by the insert. it enables choice in uptake. Furthermore, the insert is a physical item which may be copied or directly sent to another person in a different locale where relevant information is found and thought to be applicable elsewhere. The old establishments including the newspaper itself and the postal service remains relevant in the information-intelligence ecosystem.

Another possibility for a new channel of communication is a government moderated digital bulletin board. the election of contributors for public notices to be posted and distributed depends on the strength and integrity of the source. Yet that the sources need not be a committed contributor yet are accountable in their community will allow citizen participation at scale to become possible. This is a more difficult installation than the insert but will eventually ease the pressure on the traditional news-information establishment while simultaneously supporting them.

The question of content for local distribution is critical upon the comprehension of problems challenging the locale.  New distribution channels never can begin or blow up to the scale of optimum utility at once. It is always the case that the building of such channels require trial and error as well as the incremental buildup of information. The identification of challenges should require renewed focus that uptakes suggestions from the locale and subject them to the agenda in the making. The realization of publishing cases must itself be subject to constant and selective feedback. The repertoire of the withheld directive agenda will naturally narrow and widen as a fit is sought. 

In my mind, recruitment will prove difficult. But at times of exception, we must communicate the challenges facing us with each other and find common shared activity so that secured communication can enable the creation of new avenues of action.
