"The winning proposal called L'anneau Lumiere was submitted by the architectural Group Spirale (Alain Coquet, Jerome Gerber, Jean Jacques Leonard, Alain Robert, and Jean Pierre Pommereau). Their project consisted of a 24 kilometer in diameter ring of 100 six meter in diameter reflecting balloons which would have been visible as a circle in the sky larger than the Moon - a concept that turned out to be technically unfeasible to realize."
